About HOLEX
HOLEX is the membership body for Adult Community Education and Learning in England, representing a national network of over 140 learning organisations including Local Authority Adult Community Education (ACE) services, Institutes for Adult Learning (IALs), independent third-sector providers, and national education organisations.
HOLEX members share a joint mission and deliver high-quality education and skills programmes that boost employability, enhance wellbeing, and strengthen local economies. Collectively, they support over 400,000 learners each year and are committed to increasing this number, aiming to return to (or exceed) the 700,000 learners reached in 2016.
It is a paradox that adult education lacks statutory funding, leaving adult community learning organisations in a constant battle against budget cuts—despite their vital role in achieving the government’s goals. HOLEX is dedicated to advocating for increased investment in adult education, ensuring more adults can access life-changing learning opportunities and contribute to a stronger, more resilient economy.

As the authoritative voice of the sector, HOLEX advocates for the value of adult learning at the highest levels of government and policy-making. We work closely with policymakers, funders, and stakeholders to champion the role of lifelong learning in addressing skills gaps, social inequalities, and community development.
