HOLEX activity is governed by Association of Adult Education and Training Organisations (AAETO) which is a not-for-profit company limited by guarantee. AAETO was set up in 2010 and all HOLEX business is transacted through this company.

The AAETO board oversees all HOLEX activity and meets at least four times a year.
