Localism in Action (ETF funded projects in 2016/2017)
In 2016, HOLEX led a project funded by the Education and Training Foundation, looking at best practice around devolution of the skills budget and the impact of localism in devolutions areas.
In 2017, additional funding was secured with the aim of updating and expanding upon the work done the previous year. This later project sought to consider what progress had been achieved in relation to preparing for Skills Devolution in the seven Combined Areas where devolution had been scheduled to be introduced in 2018/19 and in London in 2019/20. The 2017 reports combined the work of two complementary projects, one focusing on field work and engagement with four Combined Authority areas and one to deliver two training workshops to enhance the skills and knowledge of adult community learning managers and voluntary sector providers from the eight Devolution Deal areas.
Although times have moved on, a lot of this work is still very relevant and the Top Tips in particular are a very useful quick reference tool.

Section 1
Overview
This paper describes the project purpose, aims, methodology and findings. The paper also provides signposting to the detail of the existing deals, case studies and a top tips document to help leaders of adult community learning services to interact, shape the new offer and provide the voice of the adult learner in any discussion on future need.
Section 2
Top Tips
This document updates the Top Tips compiled in 2016 and adds a self-assessment exercise which considers areas for development, skills & knowledge gaps and examples of good practice.
A useful tool both for those starting out on the journey towards Devolution and as a refresher for those who are already in devolved areas.
Section 3
“Preparing for Devolution” Events
As part of the 2017 ETF/Holex Localism in Action project two workshop events were organised to explore how ready local authority services and voluntary organisations were for the devolution of adult education funds (AEB) to Combined Authority areas in 2018/19. The paper documents feedback and learning from the events.
Section 4
Readiness Survey
This paper analyses results of a survey in 2017, the results of which were analysed as against data from the previous year. The aim of the survey was to understand ‘readiness’ for Devolution.

This document updates the 2016 case studies and provides additional, new case studies

Devolution Agreements
The report is an updated version of the initial 2016 project, bringing together information on localism and summarising the skills deals agreed by the Treasury as of March 2017.
